Job Summary
This post is a Fixed Term/ Secondment until 31/07/2027. If a Hywel Dda University Health Board employee is applying for this post as a secondment, agreement for the secondment is needed from the current manager prior to application.
An opportunity has arisen for a dynamic, motivated and driven finance professional to join a team supporting the financial management of a significant group of Health Board services.
In this role, the Finance Business Controller will have day-to-day responsibility for the co-ordination and provision of all financial support functions in relation to the Planned & Specialist Care Group and Medical Directorate portfolio.
The post holder will contribute strategic financial advice to support the delivery and development of patient care and services throughout the service portfolio, as part of a financially sustainable organisation. Responsibilities include ensuring efficiency, effectiveness, integrity and business focus of financial systems and processes, as well as leading the production, interpretation and communication of budgetary reports, forecasts and monitoring information to service budget holders.
Main Duties of the Job
Hywel Dda University Health Board is looking for an accomplished and highly motivated individual with experience working in complex organisations. The role requires confidence in engaging with senior service leads and providing strong financial leadership.
This role covers the Planned & Specialist Care Portfolio and Medical Directorate, offering the opportunity to work across a variety of areas and support integration and transformation of services across the Health Board.
Key responsibilities include:
- Leading the production, interpretation and communication of budgetary reports, forecasts and monitoring information to service budget holders
- Modelling and tracking spending plans against Welsh Government funding allocations
- Supporting annual programmes of work aimed at delivering savings
- Developing and supporting business cases to deliver change within the Health Board
- Capacity demand modelling and activity performance analysis
- System-wide analysis and financial insight
- Providing financial updates at various forums on spend and projected costs to support decision-making

Job Description

The ideal candidate will be able to interpret and explain financial concepts to non-financial managers. Strong communication and IT skills are essential, along with the ability to build trusted relationships with stakeholders and influence decision-making.
The post holder will ensure processes are efficient, effective and consistent across all areas of responsibility while promoting continuous improvement. This role requires initiative and a commitment to innovation and excellence within the finance team.
Hywel Dda University Health Board promotes agile working; however, staff are expected to be on site at least twice a week.

Qualifications and Knowledge
Essential:
- CCAB Qualified Accountant with professional accountancy qualification and membership of a Chartered Accounting institution
- Professional knowledge across multiple disciplines including workforce and service planning
- Evidence of Continuous Professional Development
- Knowledge of improvement methodologies used across organisations
Desirable:
- Understanding of NHS best practice across UK nations and leadership developments
- Engagement with professional networks for knowledge development
Experience
Essential:
- Experience in complex organisations
- Experience working with managers and senior clinical leads
- Experience developing and implementing business cases
- Experience managing large and complex revenue budgets
- Experience in benchmarking and service intelligence
